The activities of the Working Groups and of the Technical Secretariat of the Environmental Network include also the preparation of technical documents and investigation of methodological approaches, criticalities and experiences related to environmental topics in the implementation of the cohesion policy at national and regional levels.

- Memorandum of Understanding between the Environmental Authorities and the Managing Authorities of the European Programmes
In the first phase of the Environmental Network’s activities within the 2014-2020 programming cycle a Memorandum of Understanding (MoU) has been elaborated and signed between the Environmental Authorities (EAs) and the Managing Authorities (MAs) dealing with the Operational Programmes of the European Structural & Investment Funds (ESIFs) and of the Development & Cohesion Fund. The MoU is aimed at promoting and ensuring the environmental integration and the objectives of sustainable development, identifying the essential contents of the environmental integration function and the commitments of the different players involved in the Programmes’ governance. The EAs and MAs commit themselves through the MoU to ensure an institutional collaboration based on a clear identification of the role, function and responsibilities of the EAs, improving the quality of the decision-making processes, of the organizational aspects as well as of the institutional operation of the different subjects involved in the governance of the national and regional operational programmes, ensuring the experience sharing, information exchange and harmonization of the respective activities. The first to sign the MoU at the end of December 2015 was the Ministry of Environment and Protection of Land and Sea together with the Agency for Cohesion; afterwards almost all the Regions and Autonomous Provinces have signed, in most cases with a resolution of the Regional Government/ Autonomous Province.
- Environmental interventions and selection criteria of the interventions within the 2014-2020 National/ Regional Operational Programmes of ERDF-ESF
The Ministry of Environment and Protection of Land and Sea promoted in the starting phase of the 2014-2020 programming cycle a verification of the environmental operations envisaged by the 2014-2020 National/ Regional Operational Programmes of ERDF-ESF, accordingly to the need recognized in the past programming phases to have an information tool comprising all choices of the programmed national and regional environmental interventions, in order to better identify coherent and complementary environmental governance activities.
This document intends to offer a support to the Regions for an immediate and synthetic overview on how the different programming instruments face the environmental topics, such allowing to identify possible synergies and ideas for the solution of common problems. The document will be progressively updated.

- Environmental Network Yearbook
The yearbook of the Environmental Network intends to give concrete evidence of the work done and experience gained at national and regional levels by the Environmental Authorities, the Managing Authorities, working groups and experts involved in any capacity in the activities of environmental integration in the cohesion policy. The Yearbook was first issued in 2012.

- Implementation of the 2007-2013 programming cycle
No documents or guides were produced by the WG.
- SEA monitoring of the programmes co-funded by the Structural Funds 2007-2013
The WG issued a Report summarizing the verifications carried out in relation to the activation of SEA monitoring systems within the Programmes of the 2007-2013 Structural Funds. The basic material consists of the analysis schemes of the Operational Programmes under ERDF and EAFRD (National, Regional and Interregional Operational Programmes).
- Climate change WG
The WG issued a Report on the "Vulnerability to climate change of the Convergence Objective territories" which was developed by the experts of OPTS Environment (Operational Project of Technical Support – Environment) – Objective 3 with the coordination of the Ministry of Environment – Directorate for the Sustainable Development and contributions of the Regions under the Convergence Objective. The Report suggests the adoption of a methodology for measuring the vulnerability to climate change of the regions under the Convergence Objective, through the definition of some synthetic index at municipal scale considering jointly social, economic and environmental aspects.
The goal is the dissemination of useful information for the definition of valid enforcement actions and strategies of adaptation to as well as mitigation of the phenomenon in the different regional and local environments.
